Preheat the oven to 375°F or 190 C and grease a 9-inch baking dish.
In a large bowl, combine the blueberries, 1/2 cup sugar, lemon juice, cinnamon, and nutmeg. Stir well and pour into the prepared baking dish.
In another bowl, whisk together the flour, 1/2 cup sugar, baking powder, and salt. Cut in the butter until the mixture resembles coarse crumbs.
Add the milk and stir just until the mixture comes together.
Drop spoonfuls of the batter over the top of the blueberry mixture.
Bake for 45-50 minutes, or until the topping is golden brown and the blueberries are bubbling.
Let cool for a few minutes before serving.
